Referendum Information
The secret is out, the Hortonville and Greenville areas are a great place to live, work and raise a family. As a result, our District continues to grow. We have experienced 12% growth in just the past four years. We are already outpacing a recent third-party enrollment study, which suggest an additional 45-50 additional students each year for the next 15 years. However, in the last two years, we have added more than 200 students.
The Hortonville Area School District continues to grow, and this growth creates space and capacity challenges at the middle and high school levels. We have a financial window of opportunity to invest with minimal tax increase over current levels. As a result, we asked our community to provide feedback on our facility needs through a community-wide survey last fall. We wanted to ensure that our proposed solutions reflected the needs of our students and the priorities of our taxpayers. Results of the survey can be found here. All community feedback was instrumental in shaping the referendum plan that the Board of Education unanimously supported at their January 11, 2021 meeting.
On April 6, 2021, residents of the Hortonville Area School District will have the opportunity to vote on two referendum questions. The District has spent more than two years studying, planning, and engaging with our communities to identify a solution that will address our most immediate challenges and help us better prepare as we continue growing together. Following is the actual ballot language as it will appear on the April 6 ballot:

Shall the Hortonville Area School District, Outagamie County, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $41,800,000 for the public purpose of paying the cost of a school facility improvement project consisting of: constructing additions to and renovating Hortonville High School and Greenville Middle School, including safety and site improvements; and acquiring furnishings, fixtures and equipment for such project.

Shall the Hortonville Area School District, Outagamie County, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $12,200,000 for the public purpose of paying the cost of constructing and equipping a multipurpose center addition at Hortonville High School.

Why two questions?
The Board of Education understands the importance of building space for our growing enrollment. With 72% support (based on survey responses), it was important that the facilities expansion and upgrades be placed on the ballot (Question 1). However, the survey also indicated that 50% of resident respondents supported the multipurpose center and 23% wanted more information (Question 2). The Board decided to provide separate questions to give residents the opportunity to learn about and vote on the projects independently. The Board will only move forward with the multipurpose facility if the community also supports Question 1.
